The Birmingham-based force asserted that the Dutch police portrayed Maccabi fans as perpetrators of violence. However, this account is strongly disputed by the Dutch police and other involved groups.
And this is the part most people miss: the report suggests that the West Midlands Police's interpretation of the Dutch police's information was flawed. The police report, presented to a local safety advisory group before the Birmingham match, allegedly exaggerated the behavior and culpability of the Maccabi fans. HMIC's inquiry included discussions with the Dutch police, who contradicted key claims made by the West Midlands Police.
For example, the Dutch police disputed a claim that Maccabi fans had thrown people into a river, clarifying that only one fan ended up in the water.
